Over the past decade, cannabis consumption has surged, raising interest and concern about its medical applications. North Carolina is one of the states that does not have a state-operated medical cannabis program. However, residents can access the Eastern Band of Cherokee Indians (EBCI) Program with a qualifying medical evaluation and condition. Individuals with an approved debilitating condition can possess and use cannabis. North Carolina has hemp extract regulations as well, which must contain less than 0.9% THC and at least 5% CBD, with no other psychoactive substances.

Bella Medical Associates offers Qualifying Medical Evaluations as part of our holistic wellness services. Book a virtual appointment with our licensed medical providers through a HIPAA-compliant online platform using your computer, smartphone, or tablet; no prior documentation of a medical condition is required. If you are diagnosed with a qualifying condition, you can submit your evaluation to the EBCI program to apply for a medical cannabis card, valid for one year and accepted at dispensaries on tribal trust lands in the state.
How to Qualify
Medical Provider Documentation- Approved Conditions
To qualify, you must reside in a state with a medical cannabis program and have a qualifying condition. Your medical provider's recommendation is how you'll obtain your medical cannabis card. Once you receive your card, you can access medical cannabis products in your residing state.
For North Carolina Residents:
North Carolina does not currently operate a statewide medical cannabis program that allows legal purchase or use across the state. However, there are limited exceptions: NC allows low THC CBD use [CBD oil with <0.9% THC and ≥5% CBD] for patients with intractable epilepsy. Patients must be certified by a state-licensed neurologist and register with the NC Department of Health and Human Services (NCDHHS).
EBCI Medical Cannabis Program:
Patients may access medical cannabis through the Eastern Band of Cherokee Indians (EBCI) program in Cherokee, NC. Cards are issued by the EBCI Cannabis Control Board and are valid for one year. After completing your medical visit with Bella Medical Associates, you’ll receive a signed attestation verification form to submit through the EBCI online portal and complete the process to receive your card. This is NOT the North Carolina Alternative Treatment Act & Registration Program.
Possessing a medical cannabis card does not override workplace drug policies; employers may still enforce no-tolerance rules. A medical cannabis patient card does not prevent or act as a defense to prosecution by the Federal and NC State government law enforcement authorities.
